What is Del.icio.us and what is the significance of these bookmarks?

The Wolf piece on Russia is pretty rich. It really can't be said that the West wanted any such transformation in Russia, because if you don't supply the means, you aren't serious about the ends. A policy summarized by Bill Clinton as "Okay Boris, here's what you've got to do next. here's some more sh#t for your face." isn't going to produce any "open-access order.

And the idea that dropping oil prices would force the Russian government to finally get serious about Reform is even more laughable. Didn't work the last time, did it. Why would it work now?
