Let me repeat what I said over at Angry Bear to a fair amount of agreement. McCain's "Health Care Plan" isn't a health care plan. It is an attempt to fix an inequity in the tax code. As such, it's not awful although it seems a bit byzantine. But it isn't going to solve any of the problems with the very expensive and questionably effective US health care system.

One question it always raised with me is whether they could avoid buying insurance and simply place the entire credit in an HSA. This would actually be the preferred solution to many as it leaves catastrophic coverage in government hands but allows personal coverage of ordinary expenses. Still don't know.

I was wondering how long I would have to wait to read that the McCain plan implies a huge egalitarian redistribution.

What Lord said. Mark Kleiman had the same thought.

Basically, the proposal is for a refundable tax credit (good) which must be saved (although I suppose one can borrow more if one has an HSA).

To be a halfway sane plan it has to be that the money can be used only for health insurance, which means that the health insurance must provide no benefits except for paying for health care.
