He could still propose stronger initial markers before they get watered down - 900M healthcare, stimulus, somewhat timid financial regulations. I understand the calculus, but Obama seems to give up negotiation points for nothing. All that being said, I totally agree with your discussion on the problems with Congress and supermajority requirements.
