Some of it is that Tim had already tried to be "tough on banks"--with Lehmann Brothers--and it was a disaster. Some of it is clearly that Tim had no confirmed deputies, little ability to control the Treasury Building, and a huge amount of work to do, so some assignments were certain to get dropped on the floor.
